Regulatory Environment
The
main concern of employment legislation in the
Seychelles is to improve the skill levels and
employment prospects of the local work-force:
the increasingly sophisticated requirements
of the international businesses that the Government
has succeeded in attracting to the country tend
to suck in foreign workers to the detriment
of local employment. This is also true of the
more entrepreneurial Seychellois themselves,
who start companies and then need to employ
foreigners when the skills they need cannot
be found locally. It is obviously a difficult
thing for a population of 89,000 that was until
quite recently predominantly agrarian to supply
the range of skills needed by modern business.

Seychelles Work Permits
The
employment market is quite closely regulated
in the Seychelles, as explained above. There
are quite low limits set on the percentage of
foreign workers allowed in most businesses,
and work permits, called 'Gainful Occupation
Permits' cost RS700 per month per foreign employee
plus a processing fee of SR1,000 (at the time
of writing). These rules are relaxed for businesses
licensed under the Investment
Promotion Act, and for businesses in the
International Trade
Zone.
