My supply chain is simple. I buy goods in mainland China to sell them in the EU. Hong Kong is tax friendly and if I appoint a Hong Kong commissionnaire (subsidiary group member) to buy goods on my behalf, I of course have to grant an at arm's length remuneration. What is the usual commission rate (in percentages of value of acquired goods) owed to a Hong Kong based low risk bearing intermediate ?

Why not set up your own International Trade Center in Malta. You can buy from anywhere including China. We have good experience with that. This way you keep everything within Europe, have a completely legal structure and get away with extremely beneficial taxation. You can get your Tax down very low due to the full imputation system in Malta.Malta is EU member. Since we are already operationg such schemes there might even be a likelyhood of some cross trading here. Malta is not exactly as tax efficient as Maltese providers wish you to believe: the 5% rate in only valid on dividends paid out, so you are much better off going to Cyprus or even better off in HK as you had imagined.

If you want to do something in Hong Kong, you are well advised to contact dehoon.be . They are well established there with their own office. With reference to the post in front of this one. It is correct that you pay 35% tax in Malta and receive a refund of up to 6/7 on distrobution of dividends. How ever a distribution is something that can be structured as needed. Because of this system, Malta is not regarded as a low tax jurisdiction. Cyprus charges you more tax net and also has a bad image now due to money laundering and some other issue. If you trade in Europe your life is easier if you have a European Company. There are three things you will need to do. 1, Set up a business address in China through where you trade this is the primary principle of offshore tax gain. (Business activities exclusively in China) 2, Set up a bank account in HK. (Financial) 3, Get a HK accountant to help you out with starting a BVI company. I suggest you to set up a HK or BVI company by yourself, and use this company to buy the chinese goods then sell to EU. And you donot pay any commissoin to others and you donot worry the money.
