which country is better to setup an Asia regional headquarters? Singapore, Hong Kong, other?

It may depend somewhat on the business type but our firm would suggest Singapore as a regional hub for Asia. There are many incentives including tax efficiency, government policies, world class infrastructure and international reputation that supports successful operation of a company.
For a regional hub, the lifestyle of the jurisdiction is another aspect to consider if company executives will be relocating to manage the organisation. Singapore has a high standard of quality of life.
